These notes tell the sad story of what these survivors’ Ghoul transformations have cost them, and that they would be seeking refuge in “a community like ours” East in the Capital City. While these notes don’t mention it by name, it’s safe to assume that William was referring to theUnderworld Ghoul sanctuary fromFallout 3’s Capital Wasteland. If so, this would confirm that the Underworld existed in the officialFalloutfranchise timeline as early in the timeline asFallout 76takes place, making a lore-friendly visit to this location a possibility.
