Most of the time, with characters like Usopp, Sanji, Nami, and many others, Oda chooses to have the mother die for emotional value inthe saddestOne Piecebackstories. At the same time, Oda also chooses to not include the details of mothers out of backstories, like with Luffy and Zoro, as well, glossing over who they are very briefly. This is due to the fact that Oda views leaving the comfort that a mother provides as the starting point of an adventure, and including a mother may get in the way of the quest of the Straw Hat Pirates.

However, many fans have noted that he is likely talking about Curly Dadan, the person who actually raised Luffy, and is arguably his one and only mother.
