To properly understand the strength of Rocks, one must first look atthe unrivaled power of his pirate crew. The Rocks Pirates were known in their day as the most notorious pirates on the planet who inspired terror across the world. Their legend and infamy led to them being considered a terrorist organization that posed the greatest threat to the World Government.
The crew consisted of some of the biggest names in history who would later go on to become the leading pirates in the future. The most notable members were Whitebeard, Kaido, Big Mom, and Golden Shiki, although there were many others who were also incredibly powerful in their own right. Now, with all of this taken into consideration, it can easily be surmised that Rocks was the strongest of them all due to being the captain, which is a trend that can be seen in most crews.

It was revealed that the Rocks Pirates didn’t exactly operate as a crew in the traditional sense since they all decided to work together simply as an end to their own means.Chief of these was Whitebeard, whose unparalleled strength essentially made him an equal to Rocks since he used to talk back to him and even called him out for trying to give him orders. Still, though, Rocks had the role of captain and was so powerful that it took the combined forces of Roger and Garp to take him down.
This already puts him above just about everyone else in the series, since Roger and Garp were said to be rivals on equal footing, with the latter pursuing the future Pirate King for ages in order to take him into custody. Rocks was such a massive threat that these two had to put their differences aside to take him down, which remains one of the few details of the God Valley Incident that is known to fans.
Seeing how both Roger and Whitebeard had a legendary rivalry that was known around the world, it was clear that they were equals in terms of strength, which has also been shown in the series. So, if this is the case, then itputs Rocks above either of themsince Roger required the help of someone on his level to take the legendary pirate down for good. The reason behind Rocks' strength is currently a mystery, but it can easily be surmised that he was not only a user of Advanced Conqueror’s Haki, but likely also had an overpowered Devil Fruit ability.
This is the cause of much debate and speculation among the fandom, but the leading theory regarding this states that Rocks had the same Devil Fruit as Blackbeard due to the many connections between the two of them.
